This verse also makes reference to the economy post World War II, as it was a much better place for women to have candy (pre WWII candy was not so available) and this woman is probably a middle class person with her "candy in her pocket".
Another verse has a line that refers to her being from Houston, a city that's been a recurring theme in Drake's music. This is the same city that he loves and has a special place in his heart, with references to him posted up at the Post Oak and the fact that he's probably a Rockets fan courtside at Toyota Center.
